116 and 219 Federal laws requirements

The creation of industrial safety management systems is defined by Federal Law No. 116 “On Industrial Safety of Hazardous Production Facilities”:

1. Art. 11 paragraph 3: “Organizations operating hazardous production facilities of I or II hazard class are obliged to create industrial safety management systems and ensure their functioning.
2. Art. 11 p.4: “Industrial safety management systems provide:

• defining the goals and objectives of organizations operating hazardous production facilities in the field of industrial safety, informing the public about these goals and objectives;
• identification, analysis and prediction of the risk of accidents at hazardous production facilities and the threats associated with such accidents;
• planning and implementation of measures to reduce the risk of accidents at hazardous production facilities, including when carrying out work or providing services at hazardous production facilities by third-party organizations or individual entrepreneurs;
• coordination of work on the prevention of accidents and incidents at hazardous production facilities;
• implementation of production control over compliance with industrial safety requirements;
• safety of experimental application of technical devices at hazardous production facilities in accordance with clause 3 of Article 7 of this Federal Law;
• timely adjustment of measures to reduce the risk of accidents at hazardous production facilities;
• the participation of employees of organizations operating hazardous production facilities in the development and implementation of measures to reduce the risk of accidents at hazardous production facilities;
• information support for the implementation of activities in the field of industrial safety.

The requirements of paragraph 9 of Article 67 of Federal Law No. 219-FL come into force on 01/01/2018:

"At the facilities of category I, stationary sources should be equipped with automatic means of measuring and recording the volume or mass of emissions of pollutants ..."

In accordance with the requirements of Articles 20, 21, 67 of Law No. 219-FL:

Industrial environmental monitoring should be carried out by the following main subsystems - emissions, discharges, waste storage and environmental pollution:

• atmospheric air,
• water,
• the soil,
• plant and animal world.

The main changes, Article 67 of Law No. 219-FL, which entered into force on 01/01/2015:

When carrying out business activities at the facilities of categories I, II and III:

• the IEC program is being developed and approved;
• IEC is carried out;
• the obtained data is documented and stored;
• reports are made on the organization and results of the IEC.

The IEC results reports include information on technological processes, technologies, equipment, etc.

 

About

ASMV is an automated industrial safety monitoring system based on the principles of universality, efficiency of use, reliability of the information provided and compliance with federal laws of the Russian Federation. This is a unique system that continuously monitors pollutant emissions from organized sources of an industrial enterprise.

ASMV is a dual purpose system. The results obtained can be used to adjust the technological processes of installations.

The main functions of the system:

1. automation of administration and accounting systems at the facility;
2. monitoring compliance with industrial safety requirements;
3. analysis of current indicators from industrial facilities;
4. reducing the risk;
5. event logging and archiving.

Features of creating an ASMV industrial enterprise (the most likely difficulties in the absence of practical skills of introducing a system in an industrial enterprise):

1. Insufficient attention to the examination of the automation object, incl. due to the lack of time in general for designing the System. Result:
   1. unfinished (from the point of view of the completeness of the initial data) TK for the creation of ASMV;
   2. loss of time and increased costs for creating ASMV.
2. Ignoring the stage of coordination of design decisions with supervisory (environmental) authorities, including in the part concerning the determination of sampling points at emission sources. Result:
   1. at the stage of commissioning of ASMV and the presentation of measurement results to supervisory authorities for their transfer to the State Environmental Fund (Federal Law No. 219-FL), there are difficulties with the evidence base of legitimacy (certainty) of measurement results;
   2. loss of time to correct errors received at the design stage, increased costs for the Contractor.
3. The lack of interconnection of the CMP schedule on emission sources with the repair of technological installations. Result:
   1. increase in terms of the implementation of the project ASMV.

Industrial environmental control (IEC)

In accordance with the requirements of Articles 20, 21, 67 of Law No. 219-FL:

IEC should be carried out by the following main subsystems:

 

emissions, discharges, waste storage and environmental pollution:

• atmospheric air
• water,
• the soil
• plant and animal world.

Decision Support Subsystem

The purpose of creating an outage subsystem is to ensure readiness for localization and liquidation of accidents at hazardous production facilities of an enterprise through the use of software and hardware systems (PAK), which allow to evaluate the consequences of accidents using information from the on-site meteorological station.

The proposed model includes:

• object automatic meteorological station (AMS), designed to provide meteorological data to all enterprise;

• TOXI + Meteo software package, modified under the established OMS and modified for a specific HPF.

Functionality:

• determination of the affected area from several sources of release of hazardous substances into the atmosphere;
• assessment and visualization of the effects of emissions of emissions in accordance with current meteorological data;
• automatic calculation of the number of possible victims of the accident;
• graphic display of calculation results, using animated and volumetric images;
• generation of the protocol upon completion of the calculation in MS Word and MS Excel.

"Manager software" contains:

• panel "scenarios" of accidents;
• panel of quantities of hazardous substances involved in the accident;
• weather dashboard;
• the protocol on personnel who got into the affected area;
• the panel for setting up the connection with the meteorological parameters database;
• the module for preservation in the archive of situational plans and protocols for estimating the number of people who have fallen into the area of operation of an accident;
• the remote control module is installed in the plant's system and system of the city;
• the area of the object map with the affected areas.

Comprehensive Security System

The main purpose of the Integrated Security Information and Management System (SIMS) is to prevent the possibility of incidents, accidents at hazardous production facilities (HPF) of an industrial enterprise and to ensure the prompt implementation of a set of preventive measures aimed at eliminating potential risks.

Achievement of the goal is based on:

• formation of a complex safety assessment of an object (CSAO) according to a certain algorithm, taking into account the impact on the safety status of HIFs of all directions characterizing its safety,
• introducing a controlled warning boundary (within the CSAO) and, thereby, ensuring early warning of the possibility of incidents and accidents.
